ACP countries should benefit from biological/genetic resources extracted by foreign entities such as cosmetics & pharmaceutical companies as it is an extension of the United Nations Convention on Biological Diversity (UNCBD). ROM monitoring of the Development of a National Water Information System in Jordan. The Jordanian minister of water needs a decision support system for comprehensive water management. The widely acclaimed tool Oracle Dashboard has been proposed. Many data including surface water reservoir status, irrigation volumes, ground water reserves, metereological data etc. need to be integrated. Nevertheless the challenge is not data management but inspiring different government entities to work together. A change management approach as proposed by professor Kotter seems appropriate. However the project owner declines this strategy. Risk management as performed by Eptisa is excellent and reveals a lack of risk awareness at the ministry.

Mid-term evaluation on biodiversity and conservation. “Across the River - a transboundary Peace park for Sierra Leone and Liberia”. This is a the spearhead programme of both governments and BirdLife. Themes are: conservation, rural development, socio-economic development of remote villages, REDD+, UNFCCC, CBD (biodiversity). The evaluation focuses on the commitment of both countries to the Convention of Biological Diversity (CBD) through the National Biodiversity Strategy and Action Plans (NBSAPs). The Sierra Leone and Liberia NBSAPs were thoroughly evaluated.

The € 16 million investment in education infrastructure was quite substantial. Curricula, quality management, physical infrastructure and management information systems had to be integrated.
